Today’s Project Management Global briefing: Pipelines Don’t Deliver Projects

Governments love a big number. This week the UK unveiled a £700bn-plus infrastructure pipeline, the sort of figure designed to signal ambition and momentum. But project professionals know a pipeline is not delivery; it is intent - wherever you are in the world.

History offers a sobering reminder. A significant share of previously announced infrastructure spending never materialises in the form originally promised. Projects stall in planning, funding shifts with political cycles, and priorities quietly change. The result is a landscape full of announcements but thinner on completed assets.

For project managers, the lesson is familiar. Delivery depends less on the scale of the promise and more on the discipline behind it; stable funding, realistic timelines, skilled teams, and political consistency.

Ambition matters. Infrastructure pipelines matter. But until plans turn into contracts, cranes, and concrete, they remain what they have always been: potential rather than progress. We hope, for the sector across the world, these promises actually do deliver more opportunities for us all.
